...Despite the new features and the physical change of these communicators, a specific component is still functioning well.

[Pause]

There's not much to state that's already been reported by others... It appears that quite a few individuals have disappeared from Discedo after all the chaos died down. It's not an extremely common occurrence, but not unheard of either.

[Another pause, but this time, it seems longer. He sounds hesitant at first, but becomes more determined as he continues his sentence]

...Are there any doctors willing to remove my chip?

That appears to be the case.

Perhaps that's the scientists way to slightly ease the chaos, since sudden disappearances are common here.

If they are, that seems to be a rather backward way to go about it. One would think that allowing certain people to remain, we might find the ability to create stability here.

They might be attempting to get rid of those who tend to panic when something disastrous occurs, but the facts don't match up if that's the case.

In the end, I cannot grasp their line of reasoning.

I believe it's random, or at their whims. I've seen no evidence to contradict that.

Perhaps it is because they don't have one? Or at the very least, if they have some overarching design, it is poorly constructed and has not yet come to fruition.
