[A certain commander has spent his Valentine's Day writing reports. Yep.]

...I've recently completed two reports, one on the "darkness" incident and the other on the situation with the cutting lines. If anyone is interested in these writings, I'll send them to you. They're not entirely complete, so any additional information will make them more substantial.

The logical assumption would be that fewer people were affected. This may have to do with the shorter time period of the incident. [Pause.] That, or no one found it alarming enough to speak up.

I only have basic information on them.

They're small devices created by the scientists that can suppress all abilities. A doctor that removes these chips might be able to expand on these details further.

In your report, you mention a possible connection between these chips and the second incident. Have there been other such incidents in your time here? Ones that were definitively related to the chips.

When a chip is removed, the person's powers temporarily go out of control.

...More specifically, there's initial sickness that lasts for approximately one day. Then there may be temporary loss of control over one's abilities for a few days before returning back to normal.

There's been several incidents where individuals lost control over their powers and in turn affected Discedo. [Including himself. 8|;;;] Buildings are sometimes destroyed and some people are even killed.

By all accounts, there is a very high frequency of dangerous incidents just within the limits of this city. From what I understand, very few of them seem to be connected to one another. However, such a large number of varied, unrelated events is unlikely... Is the chip generally considered the default explanation for all happenings?

For most incidents, yes.

However, sometimes the blame rests on the scientists... or from an outside source, such as the invasion of the Hollisland soldiers.

In November, a group of soldiers from Hollisland suddenly arrived at Discedo, killing anyone who crossed their path.
